Now this is serious. Some people say to specify the font size to 10 to 12 points some others to 80 to 90% and some other not to specify at all. Which one is the best keeping usability into the picture.

Personally I would use ems rather than pixels
If you use Pixels for font sizes then your pages will fail the accessibility guidelines anyway.
