theres a few java applications around for doing it embedded in a web page.

by far the easiest way to do it though is to join a IRC server and create your own room.

Dave is right, Java chat apps are probably the most popular, like melange.sehrsupa.net/

Also, the past couple years, Flash & XML chat rooms have been storming the market, no real need for the Flash Communication Server, since it reads/write XML file(s) to your server. Google this.

Also, as for PHP, there are a good handful...www.php-chat.org, www.phpopenchat.org, and www.webdev.ro/products/webchat/ - to name a few.

If you need one for ColdFusion or ASP/ASP.NET, check <b>SourceForge.net</b>, it'll open a lot of options for you, search there.
