Can't login to website

Can a Cisco router prevent users from logging into a website? Visitors can get to the site but can't log in either by registering or using their login name and password. I've checked the permissions for the folder, file and database (access) all seem to be set correctly but still get the:"Microsoft][ODBC Microsoft Access Driver] The Microsoft Jet database engine cannot open the file '(unknown)'. It is already opened exclusively by another user, or you need permission to view its data" message.
Any info or advice would be appreciated.

This error usually means that the internet_guest account (that is used for anonymous access on a windows server) does not have the rights to edit/add to the database.
You need to change the rights on the folder that the database is in the allow the internet_guest account read/write access.
