is it possible to create a dynamic anchor on a web page (ASP with utltradev)

Sure, select the anchor. Open the propertie inspector. Make sure that you open the second tab (at the left of the pallet) so you can see all attributes. Right now you can make the value of the anchor dynamic by editing the value and select some dynamic data be clicking the yellow thunder icon.
