as the topic suggests, I am looking for a dreamweaver extension for ASP sites that when installed would allow the user to upload an image and change its width and height to a specific amount whilst keeping its aspect ratio.

Looking for something similiar to Smart Image Processor, but with the additional functionality to force it to resize to a specific size and maintain the aspect ratio (ie have the user select how to crop it or something similiar then upload it in the correct aspect ratio of a particular size)

Probably you look for something like deepliquid.com/content/Jcrop.html. There is no DreamWeaver extension for this and you still need some serverside script for the actual resize, for this Smart Image Processor can be used. If you have also PHP on the server then the website of jCrop also provides some scripts.
